Run the test suite on GitHub Actions for every pull request #33
Description
What
A workflow that runs python3 -m pytest tests -q on pull requests into develop and on pushes to work branches, in two jobs: without a python-multiplatform checkout, and with thisisthepy/python-multiplatform develop checked out beside this repository (PYTHONMULTIPLATFORM_HOME).
Why
The shared machine is saturated by local builds; verification should run on GitHub's runners (ecosystem lead, 2026-10-03). Today nothing runs the suite in CI.
Done when
The workflow is green on its own PR, both jobs report their pass/skip counts, the wheel test runs (setuptools and wheel installed), and AGENTS.md section 14 says where CI runs.

Landed in develop via #35. First run: with-binder 108 passed, 1 skipped (no UI.ipynb in CI); no-binder 52 passed, 57 skipped.
