What was changed?
This pr adds a Rain Prediction Feature
Why was it added?
It was added to provide a rain predictor, which has an underlying pipeline to predict the rainfall and categorise through input of location.
Testing
Code is locally tested on the terminal.
Additional Context
I have only designed the backend but have provide a readme, giving the fellow contributes the idea how to proceed with the frontend.
I have explained the workflow in the readme itself.
