Fix the two stale constraints reported by pulpcore-nightly-rpm-pipeline #1317:
Validated with rpmspec preprocessing in the packaging container.
The pipeline log shows the 1.44.0 OpenTelemetry API RPM is copied into the candidate wave before repoclosure; this PR does not alter staging-repository publication.
