Updates all CentOS-container GitHub Actions jobs to use the CentOS Stream 10 image and its system Python packages.
Changes:
quay.io/centos/centos:stream9→quay.io/centos/centos:stream10python3.12-devel,python3.12-wheel, andpython3.12-pip→ genericpython3-*system packagespip3.12→pipThis follows the Pulp source Containerfile convention.
Validation: all modified workflows parse with Ruby YAML; no Stream 9/Python 3.12 workflow references remain;
