Hook: Lexi requests, Kit fulfills — issues not AskPeer #4

Asgard #128 (working-repo registry + per-repo teams). docs/org.md (neither clones the other). docs/pipelines.md (lexi#699 stays closed). AskLexi already posts @lexi in #mesa-studio (taste only).
Story
Kit is the creative factory — bigger than bikes-v2 (customer zero). Avatars, logos, stills, GLBs. Lexi chairs the company and files creative requests. Kit fulfills. We are not one of Lexi's tools. She is not one of ours for work.
Job
Official hook is a GitHub issue on the owning repo, routed by Asgard.

POST /api/assign (pipelines PR 9) is an optional belt after the issue exists. It is not the official joint. Asgard #128 is.
bikes-v2 stays customer zero. Logos / rider avatars / stills are the same factory, different catalog ids or owning repos (Asgard chooses). Print seat stays unhired until submit works.
