ci: run backend and frontend checks on push and pull requests - #15

Backend: Pint plus the Pest suite against sqlite (in-memory) and MySQL 8 on PHP 8.4. Frontend: vue-tsc and vite build on Node 22. Previously the suite only ran on developer machines; deploy was not gated on green tests.
vue-tsc resolves the Ziggy route types from vendor/, so the frontend job needs composer dependencies as well. Also fix the style issues Pint reports on the full tree (previously only --dirty was checked).
CI runs the backend suite before (or without) building frontend assets; rendering any Blade layout then failed with a missing Vite manifest. Skip Vite for all tests.
