Release 0.30.9, a patch release. It sets the workspace and every crate to 0.30.9, along with Cargo.lock, the PROVENANCE release line and each crate's html_root_url, and moves the Unreleased notes under a 0.30.9 heading with a short summary.
0.30.7 and 0.30.8 were tagged but their release runs stopped in the tag check, so neither published binaries. Every job on main passes now, and
cargo xtask cipasses on the Linux box at this commit.
