Port c187e28 onto the production 0.2.16 baseline; preserve its release history and official Containers dependency. Later v0.10 groups supply final validation and packaging.
Port 9de4740; resolve the obsolete main Containers pin in favor of the source candidate pin. Final packaging will replace development dependencies. Only changelog history differs from the source checkpoint.

Promotion
PR #55 is merged into dev at 0e3d66e. The previously absent staging branch was created from that reviewed snapshot. Its tree is byte-identical to a916b12, which passed all build/test jobs in https://github.com/synth-laboratories/optimizers/actions/runs/34415083577 .
Evidence
Rust/Python/static gates, macOS arm64 and Linux x86_64 wheel builds, public-PyPI dependency install smokes, and source archive all passed. Publication was intentionally skipped. Existing main history is preserved.
Outstanding publication gates
Do not tag 0.2.22 until the public cookbook migration and its required CI are ready. Fresh tagged artifacts and post-publication install readback remain required. Live provider-backed GEPA E2E is explicitly deferred by the release owner, not claimed passed. TBLite remains eval-only. Workshop must repin after publication.
This is the staging-to-main review, not a declaration that the coordinated v0.10 release or cloud deployment is complete.
