Prepare v1.0.0-rc.21 with content-based panel sizing and the Windows release-cache fix. Align app, launcher, lockfiles, browser preview and configuration assertion versions.

Node 24.13.0 and Rust 1.97.1 checks passed: prediction-model, lint, 254 UI tests, 12 script tests, production build, Rust formatting, warning-denied Clippy, 639 library tests, 7 configuration tests, and launcher formatting/Clippy/2 tests. The local Windows signing runner is online. Independent review of head 14d1639 found no actionable findings. A freshly built RC21 launcher signing preflight produced a valid Authenticode signature. All required platform CI, dependency audit and CodeQL checks passed. CI: https://github.com/switchifyapp/switchify-pc/actions/runs/37291110594. The user authorized this prerelease; the existing workflow will sign Windows, sign/notarize macOS, verify packages and updater signatures, and publish the prerelease and feed.
