Prepare v1.0.0-rc.18 from current main. Synchronize all application and startup-launcher versions and the configuration regression expectation.

Closes #960.

• Node 24.13.0 and Rust 1.97.1.
• Prediction model fetched and verified (en-aac-oanc-v1).
• Frontend lint, 248 UI tests, nine script tests and production build passed.
• Rust formatting and Clippy with warnings denied passed; 614 unit tests (1 ignored) and seven configuration tests passed.
• Startup launcher formatting, Clippy and both tests passed.

Not verified in the running app: the changes listed above.

Publication will verify signing, release checksums and the updater feed.
