Closes #868

Changes

  • Mouse panel top row: Left click, Right click, Double click, Drag.
  • Scroll up ends the top movement row; Scroll down ends the bottom movement row.
  • The middle row keeps ← and →, aligned under ↖ and ↗ via a new blank panel cell (PanelKey::blank) that reserves width without drawing a tile or counting as a scanner column.
  • More controls no longer duplicates Scroll.

Validation

  • cargo fmt --check, cargo clippy --all-targets -D warnings, cargo test (522 passed)
  • Tests pin the full Movement layout, arrow alignment/selection with blanks, and that the click row is highlighted after pointer motion stops.
  • Independent review on the latest head: no actionable findings.

Panel rows can reserve blank cells, so ← and → sit under ↖ and ↗ instead
of stretching across the Scroll column. Tests pin the full layout and
the first row after motion stops.
