Align npm, Cargo, Tauri, startup launcher, browser preview, and identity-test versions for the rc.9 prerelease. This packages the unified remote switch configuration and PC-owned hold timing already on main.
Closes #765.
Validation: Node24/Rust1.97.1; npm lint, 149 frontend tests plus5 updater-feed tests, frontend build, cargo fmt/clippy, 362 Rust unit tests plus7 configuration tests passed. Rust tests used an isolated target directory because the developer app was running. Independent review of latest head0725287604d9d2582e7c9255d155f4aee3265167 found no actionable issues. Native CI must pass before merge. Physical BLE testing was not performed for this release preparation.
