Require every issue to have a milestone in its creation request, including bugs, chores, releases, and follow-ups. Select or create the milestone first, then verify the assignment. Assigning it after creation is explicitly prohibited.

Validation: git diff --check, npm run lint, npm test (147 frontend and 5 updater-feed tests), npm run build, cargo fmt --check, cargo clippy --all-targets -- -D warnings, and cargo test (344 unit and 7 integration tests) passed. Independent review of b5dda29 found no actionable findings. All hosted CI passed: frontend, dependency audit, Windows installer, macOS app/DMG, and CodeQL.
