CI: docs-only skip must keep the matrix check names #1088

Skipping the native job at job level reports a single 'native' check, but branch protection requires 'native (windows-latest, nsis)' and 'native (macos-14, app,dmg)', so docs-only pull requests stay blocked (#1085). Run the matrix jobs and skip their steps instead, so the required names still report.
