feat(placement): plan for scarce GPU types and capacity ceilings - #907
Makes the planner account for GPU types that are hard to get. Boot evidence now records the placement wait and placement failures, and a cold option's come-alive is the placement wait plus the boot. That uses the 95th percentile once there are 20 attempts, with every failure ranked above every success. A GPU type that fails placement more than 5% of the time is not chosen for an identity whose come-alive bound fits the hold budget, unless an ordered fallback list names a second type that meets the warm bound. The list is priced at its dearest member. Per-type, total and shared GPU ceilings bound every lane's container maximum. A plan that would exceed them is refused, not trimmed. The report says when scarcity is part of why an identity stays warm.
Placement plans can include fallback cells, allowing alternatives when a preferred cell is unavailable.
Capacity limits can be defined for total resources, GPU types, and shared quotas. Plans report capacity usage and refuse requests that exceed configured limits.
Placement reports now include wait times, unplaced attempts, and resource scarcity.
Improvements
Placement waits and failed or unplaced boot attempts are reflected in availability estimates and come-alive recommendations.
Planning and pricing account for fallback cells and placement reliability.
Some GPU products take minutes to place a container on, or fail to place
one at all. The planner now reads that from boot evidence and bounds plans
by the accelerators an environment can obtain.
- Boot evidence records placementWaitS, the time an attempt waited for a
container, and outcome unplaced for an attempt that never got one.
- A cold warmth's come-alive is its placement wait plus its boot, each at
the same percentile: the boot over the identity's attempts at the cell,
and the placement wait over every cold attempt on the GPU product. From
20 attempts the 95th percentile by nearest rank stands, below that the
slowest, and a failed or unplaced attempt ranks above every success.
- A product whose cold attempts were more than 5% unplaced is not chosen
for an identity whose comeAliveP95S fits the new hold_budget_s
parameter, unless a candidate list names a second product where the
identity has a receipt meeting its warm bounds. Plan lanes gain
fallbackCells for that list, which is priced at its dearest member.
- A placement-capacity document states the total, per-product and
shared-quota ceilings. plan raises CapacityExceededError, carrying the
refused plan and its report, when the envelope maxima exceed one, and
the report lists each ceiling's use.
- The report's scarcity section names every cheaper option that scarcity
alone blocks, so a reviewer sees when it keeps an identity warm.
…s at maxContainers
- The placement wait ranks every cold attempt on a GPU product. A placed
attempt without placementWaitS counts as one that waited none, so the
20-attempt threshold and the 95th percentile no longer fall on a subset
made mostly of unplaced attempts, and agree with the failure rate,
which already counted every attempt. A product none of whose attempts
records a wait or was unplaced still adds no wait.
- The total and per-type ceilings now hold every covered lane at its
maxContainers as well as at its floorMax, which is what a deployment
compiler enforcing those ceilings refuses. The report gives
peakAccelerators for those scopes, and the refusal names the container
ceilings that exceed. The shared quota still bounds the envelope
maxima.
- The shared quota now holds every lane at its container ceiling, with
the accelerators held elsewhere, as the total and per-type ceilings
already do. The report gives peakAccelerators for every scope, and the
refusal names every lane the quota covers and the container ceilings
that exceed it.
- A plan that does not fit is refused whole: the refused plan keeps every
lane's maxContainers, which the tests now pin.
- A loosening whose new lane would exceed the quota at its container
ceiling saves nothing, while the carried lane it would leave fits.

Walkthrough
The placement schema and planner now support fallback cells, placement-wait evidence, unplaced boot outcomes, reliability-based selection, scarcity reporting, and capacity ceilings. Plans can include fallback cells and are refused with CapacityExceededError when reported capacity limits are exceeded.

Summary
Placement evidence, fallback, and capacity contracts packages/sie_placement/src/sie_placement/schema.py, packages/sie_placement/tests/test_schema.py, packages/sie_placement/tests/fixtures/*, packages/sie_placement/README.md
The schema accepts unplaced boot outcomes, optional placement-wait timing, capacity documents, and ordered fallback cells. Schema tests and fixtures cover the new fields and validation rules.

The planner aggregates boot and placement evidence separately, combines measured placement waits with boot times, and applies percentile and hold-budget rules. Tests cover evidence ranking and parameter validation.
Fallback selection and capacity enforcement packages/sie_placement/src/sie_placement/planner.py, packages/sie_placement/tests/test_availability.py, packages/sie_placement/README.md
The planner selects and prices fallback options, applies reliability blockers, calculates capacity use, and refuses over-capacity plans. Tests cover fallback selection, capacity ceilings, and randomized planning cases.

- The shared quota charges every lane at its envelope maximum, the most a
tuner may hold warm, together with the accelerators held elsewhere. Warm
capacity is held continuously, so it must fit the quota that environments
share. A burst above the floors is bounded by each environment's own total
and per-type ceilings, environments sharing one accelerator quota rarely
burst together, and a burst that meets the quota shows as a measured
placement wait, which the planner adds to a cold come-alive.
- The total and per-type ceilings still charge every lane at maxContainers,
and a plan that does not fit is still refused whole.
- The report gives peakAccelerators for total and type ceilings only, and a
shared-quota refusal names the lanes whose envelope maxima it charges.
Rule change in 4799e51: the shared quota now charges every lane at its envelope maximum, floorMax, together with heldElsewhere, while total and each of types still charge every lane at maxContainers.
Warm capacity is held continuously, so it must fit the quota that environments sharing one accelerator pool hold together. A burst above the floors is bounded by each environment's own total and types, environments that share a quota rarely burst together, and a burst that meets the shared quota shows as a measured placement wait, which the planner already adds to a cold come-alive.
A plan that does not fit is still refused whole. The report gives peakAccelerators for total and type only; a shared-quota entry is charged at accelerators and lists the lanes whose envelope maxima it holds. The tests pin both rules: a plan whose container ceilings exceed the shared quota but whose envelope maxima fit is accepted, one whose envelope maxima exceed it is refused, and total and types still refuse at maxContainers. The packing branch (#908) carries the same rule for a shared lane.

…in code
- total, each type ceiling's accelerators and the shared quota's
accelerators and heldElsewhere go through the integer check, so a capacity
document built in code refuses booleans and floats as parsing does.

Reject an explicit heldElsewhere: 0 is accepted, but or 0 hides intent.
reader.optional_integer("heldElsewhere") or 0 works because 0 and None both map to 0. The expression is correct for the current contract. The or idiom would also hide a future non-zero default. Use an explicit None check if the default can change.
