Summary

  • move programmatic focus from the tool-recovery heading to the labelled recovery region
  • suppress the browser-default outline on that noninteractive region while preserving the warning card treatment
  • keep keyboard focus indicators on the recovery controls unchanged

Verification

  • make check
  • make test-full-stack-e2e (20 passed)
