When investigating EKS node unreachability (
NodeNotReady) viadataplane-mcp(dp_awsoperation=health-describe-events) or AWS CLI, callingaws health describe-eventswithStreamNativeCloudBootstrapRoleorStreamNativeCloudManagementRolefails withAccessDeniedExceptionbecausehealth:Describe*is not included inStreamNativeCloudPermissionBoundary,StreamNativeCloudProvision2Policy, orStreamNativeCloudManagementPolicy.Fixes #164
