The manifest moves ahead of the tag so the tag can point at a commit whose version already matches it. release.yml checks they agree and refuses to build otherwise, which is only a meaningful check when nothing in the pipeline edits the manifest on the way past. Prepared by the release-pr workflow. Merging this is the release.

Merging this cuts v0.15.1.
It tags the merge commit and starts
release.ymlthere: threeplatforms built and tested, checked for anything dynamically
linked beyond the C runtime, tarballed with checksums,
published to npm, then attached to a GitHub Release so
npx opscopeis this version. This PR rewrites itself on every merge to main. Do not commit
to it - the branch is force-pushed - and edit the changelog on
main instead if something reads badly.
