Restore Scratchpad as a sidebar panel and show it as requiring a newer Orca release. The released Orca builds lack the panel storage API, so the catalog no longer offers the older broken sidebar or file-editor releases. This deliberately removes the older release entries to honor the requirement that Scratchpad remain listed but unavailable on older builds.
Adds the supplied sticky-note illustration as its catalog cover. The panel retains conflict-safe persistence, load and save errors, and retry. It requires Orca >=1.4.246; the storage API is merged in stablyai/orca#36273, but confirm it is included in the 1.4.246 release before relying on that version gate.
Validation: four storage tests passed; generated the release entry using Orca's validator and checked the catalog locally.
