Plugs the rollback, release, and hotfix actions into the existing what-if engine. Each drives its real orchestration package in record-only mode against a manifest clone so the simulation cannot drift from generated behavior.
Rollback drives rollback.Plan and Apply with the in-state deploy-history ring. Release drives the promoter across the release boundary and surfaces a distinct prerelease and publish marker effect, closing the effect-mapping gap noted in the engine review. Hotfix drives hotfix.Finalizer through record-only seams, exposing one additive WithTipReader option (the default git-backed tip reader is unchanged).
Wires the cascade simulate rollback, release, and hotfix subcommands. Adds per-action unit tests (state diff plus effect sequence compared against each package's own computed plan), original-manifest-untouched assertions, and cascade-mode plus no-environment-manifest coverage. No schema or generator-output change; cascade verify is unaffected.
