Closing approach

Layers: act+gitea or live-fleet. Add a promote scenario that passes --deploys nameA and asserts only that deploy job runs while the others are skipped.

Acceptance

• An assertion that the named deploy runs and the unnamed deploys are skipped.
• Test green.

Closed. The CLI --deploys filter (named runs, others skip) is unit-covered by internal/promote TestPreflight_DeploysFilter, and #370 adds a generator test asserting the deploys filter threads into the emitted workflow with per-deploy gating.
