Bump all gems to latest versions (notably prism 1.9.0, ruby-lsp 0.26.7, sorbet 0.6.12963, rubocop 1.85.0) and regenerate Sorbet RBI files with tapioca. Fix invalid RBS inline annotation (`??` -> `?`) in test_discovery.rb. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
