补 spec-2.2 R-fix 漏 stage 的测试(codex PREC-HIGH-01 验证):cross-plugin precedence 按 sorted PluginID 而非入参序,两种输入序结果一致。fix 已在 PR #93,本 commit 补其回归测。 Spec: spec-2.2-skill-discovery.md
