Added serilog and adapted its basic structured logging to NAOT.
Structured logs will be automatically properly parsed by VictoriaLogs, which will remove our log readability problems (I HOPE).
NAOT is kept in project ON right now to not create more 'funny business' - build process stays same, less bugs possible etc.
Also now any failed call for GH API should log its body.
