Improve and split release workflow

Summary

This PR updates the release flow so Docker images are built and smoke-tested before creating the draft. Publishing the release only assigns final Docker tags and updates the infrastructure.

Testing

Tested end-to-end on a fork with dummy v0.24.3:

• Prepare release
• Publish Docker
• Publish Crates

Docker used test namespaces, crates.io and infrastructure updates were mocked.

note: The diff looks larger because the existing workflows were split:

• _build-and-test-docker.yml contains the build and smoke-test jobs from the previous docker.yml.
• prepare-release.yml is the existing release.yml renamed, with Docker build and smoke tests added as a prerequisite for creating
  the draft.
• publish-docker.yml contains the publishing and infrastructure jobs from the previous docker.yml.

The new flow is: build and test → create draft → publish final Docker tags and crates.
