Problem and change
Assessment reports could overstate coverage when evidence fell outside a live observation window, covered only some affected assets, or consisted only of scanner assertions. Saved reports could also present contradictory status, evidence-strength, provenance, and trust claims while passing schema validation.
This change validates report semantics at generation and re-import. Findings and coverage are bound to eligible per-asset evidence; gaps and source-authenticity limits remain visible; every ActionPlan is represented; and invalid result joins and attack-path dependencies are rejected. Saved partial findings require corresponding per-asset coverage and limitations. Executable acceptance scenarios, reporting guidance, and the threat model cover these cases. Reporting is an offline component of the larger engagement flow and makes no claim that a report hash proves authorization or source authenticity.
