chore: update project from upstream template
Performed the following:
Did not bring over the following because of project-specific overrides:
Verification: ran
git diffafter copying; the only change is a 2-line comment update in release-plz.toml, byte-identical to the upstream template file. All other tracked template files (.editorconfig, .gitignore, .prettierrc.yml, .vscode/settings.json, .github/workflows/, CLAUDE.md, cliff.toml, justfile, rust-toolchain.toml, rustfmt.toml, scripts/) were already identical to upstream and were not touched.just full-checkpasses.
