What changed
This PR publishes the governed
singine collibra iosurface end to end.It adds the Python command implementations for governed IO, CHIP query support, metamodel loading/export, and quantum catalog helpers, then publishes the same surface through XML docs, Markdown docs, SinLisp, and generated OpenAPI artifacts.
It also adds repository contract/backlog material plus supporting persistence and metamodel reference artifacts used by this work.
Why
The repo previously had partial command wiring and documentation, but not a fully published, test-backed interaction surface for governed Collibra IO and metamodel-aware workflows.
This change aligns the implementation, command publication, and generated API contract so the CLI surface can be consumed consistently by terminal users, adapters, and higher-level planning/runtime tooling.
