Switch to httpx2

If the plan is still for httpx 1.0 to break backwards compatibility we're due for some pain, since Datasette may end up incompatible with other packages that stick with the pre-1.0 version.

httpx2 looks to be the solution to that: it's already past 1.0 (they released 2.0 in fact) and appears to have better API stability plans.

The OpenAI Python library just switched to it in their 3.0 release. a few day ago:
