test(conformance): add jiter to the strict JSON and duplicate-key tables - #69

- py-jiter runs jiter 0.17.0 from_json with default options; py-jiter-dupes turns on catch_duplicate_keys - Python drivers now take bytes and decode inside text parsers, so jiter gets the raw file as the README says - jiter accepts NaN and Infinity by default (5 files) and rejects lone surrogates (2 files) - serde_json5 parsed depth-10000.json in this run after overflowing its stack on 2026-10-14 with the same version and compiler; the note now says its verdict there is not stable

Adds jiter 0.17.0 to the strict JSON table (default options) and to the duplicate-key table (catch_duplicate_keys=True). The Python drivers now hand jiter the raw bytes. Also notes that serde_json5's verdict on depth-10000.json is not stable between runs.
