Distinguish monitoringlist update and creation in the CLI #103

the import subcommand creates or updates an existing monitoringlist. The list the command operates on is identified by name+comment, which might not be a stable identifier, causing unexpected overwriting of existing lists

Describe the solution you'd like
separate list creation from component updating.
Suggestions:

• Deprecate the import command and add create and update commands. The update command requires an ID.
• Keep the import command. Require either a --id or --new param
• Keep allowing identification of the list by name+comment. Make --id exclusive with the other identifying params as suggested in fix(cli): allow passing in group name and refering to list by id #100
