Add CONTRIBUTION.md with development setup, build and test commands, CI lint guidance, interoperability requirements, compatibility expectations, and pull request instructions. Link the guide from the README.
Validation: workflow and Python lint passed, local build passed, all 35 CTest tests and 131 setup assertions passed, all three 10 MB cipher stress tests passed, and documentation links and whitespace were checked.
This PR changes documentation only; the maintainer authorized merging without waiting for hosted CI.
