The Android release job stops during SDK setup because setup-android@v3 requests Google's removed tools package (Failed to find package 'tools' in job 106893809613). Update to setup-android@v4, which no longer requests that package. Install the pinned NDK and CMake versions through sdkmanager without masking installation failures.

Validation: actionlint -shellcheck= .github/workflows/release.yml and git diff --check pass. The full APK build requires the GitHub Actions Android SDK environment.
