First repair from the streamline plan: project_paths.py (foundation) no longer imports planfile.sync.state through function-level imports. normalize_repository and the mtime-cached YAML reader move to planfile/utils/{repository,yaml_cache}.py with no planfile imports; behavior unchanged, sync.state re-uses them. Streamline errors 51 -> 49. Full suite 1297 passed. See project/ticket-231/README.md.

Closing this stale PR as superseded. Its implementation is already present on current main (7c593332be1a1b26fce9a0ea6ecbba8bf8d75cbe), introduced by 27e1f2f1d2a04e3fe73764824225240f8b3e4586. Eight implementation/test files are byte-identical to main; planfile/utils/uri.py on main additionally contains later bridge helpers and routes, preserving the PR implementation. Focused current-main verification: 49 tests passed across release availability, CI readiness, foundation helpers and SQLite/retry performance; governance reported PASS. This closure does not assert that this PR passed independent protected review or was merged. Existing OneDev runs fail PLANFILE_DEPENDENCY_PIN_MISMATCH and remain historical failures. Branches and the external ticket-231 dirty worktree are preserved.
