Adds packages/planfile-native (Rust, PyO3): byte-identical libyaml-compatible YAML dump, JSON mirror and atomic sprint write in one call. Optional via PLANFILE_NATIVE=off|auto|verify with PyYAML fallback.
Evidence (3000-ticket sprint, medians): update_ticket 695->162 ms (4.3x), create_ticket 678->148 ms (4.6x). Parity: 143 differential tests incl. 4800 random docs; full suite 1292 passed under PLANFILE_NATIVE=verify. governance-check and wellman check pass. See project/ticket-226/README.md (remaining bottlenecks and rollback: PLANFILE_NATIVE=off). Known unrelated failure on main: tests/test_release_availability.py offline snapshot.
