However OneDev rejects ruffI001 in planfile/sync/operations.py lines5-7: import re must precede from copy import deepcopy. This single-file import-only correction is required before verified publication. Exact read-only ruff --diff candidate preserved Willman .subactor/receipts/autonomy-20261011/planfile207-import-sort.patch; gitapply--checkPASS. Acceptance: native allocated owner scope/current fenced editing admission; sort existing imports without behavioral or managed-governance changes; ruff targetedPASS; reuse22CAS tests, broader established CI and independent Validator for exact newPRhead. Do not edit main or use precommit bypass. Existing allocator/adoption NP010 and admission STARTER021 remain dependencies if native isolation is unavailable. Parent issue193; existing functional CAS request PLF13804/issue252 must not be presented as fully CI-verified yet.

The corrected candidate is /home/tom/github/paxlet-com/willman/.subactor/receipts/autonomy-20261011/planfile207-import-sort-candidate.patch, SHA256 840a9953434dd2395a700d1b367d2f6bacd5a0d7ab3be82e171eedd8024d8f20. Actual git apply --check on exact main exits 0; evidence planfile207-import-sort-check.json. Source has not been applied. Correction to initial intake: the original raw ruff --diff output was not a directly applicable git patch (missing a/b prefixes and included a footer); that initial patch check failed. The new clean candidate is the verified artifact.

Acceptance: native allocator and current owner/controller fencing; import-only change within planfile/sync/operations.py; targeted ruff PASS, reuse the 22 CAS tests; established CI and independent Validator on the exact new PR head. Preserve managed governance and main. Existing allocator adoption NP-010 and admission STARTER-021 remain dependencies if native isolation or editing admission is unavailable. Actual source diff exactly reorders import re/from copy; carrier intent limits source to planfile/sync/operations.py. Read-only actual ruff --selectI PASS and native managed22CAS tests PASS/governance0errors0warnings, stable head and clean worktree. GitHub required Python3.10 and3.13, freshness and both governance jobs PASS. Deployed OneDev exact head/base job is running (head861351fd, base7ed3cb7). Preserve external writer and frozen head; invoke independent Validator for authorized merge only after fresh full OneDev is accepted. Source/commit/push/PR not authored by this observer. Evidence Willman .subactor/receipts/autonomy-20261011/planfile255-local-qualification.json and planfile255-{lint,cas}.log. Permanent allocator NP010/admission STARTER021 are still not granted to this observer; do not claim foreign native allocation as our authority.

FINAL QUALIFICATION 2026-10-11: external human merged PR255 exacthead861351fd to f0a61b0 at13:40:27Z. Actual ruff+22CAS PASS, all hosted checks and OneDev now PASS. Trusted Validator reconciliation was invoked with --merge and exacthead; blocked POST_APPROVAL_RECEIPT_MISSING for exact head and Validator identity, reviews empty. Functional lint defect resolved, original independent publication acceptance remains incomplete; do not invent review or retroactive approval. Source edits/commit/push/merge not by observer. Trusted report parent evidence validator-planfile208/validator-direct-pr-report.json. Separate protected owner must reconcile provenance under existing policy; no required check bypass. Testless actual CAS scan22PASS generated33 provisional proposals; not admitted or used to prune CI.
