Fix realtime voice turn detection

Summary

• update realtime voice to gpt-realtime-2.1
• add local mic RMS/silence fallback commits when server VAD does not commit audio
• add an assistant-apk lane to GCP Lab so CI can build and upload a focused Pixel 9a OpenPhoneAssistant APK

Notes

• Local direct GCP VM launch was blocked by expired gcloud reauthentication in this non-interactive session.
• The new assistant-apk GitHub lane needs to land in the trusted workflow before it can authenticate through the current WIF policy.
