Feature: template use counts

Display a count/chart of the number of times a template has been used by the CLI, similar to NPM:

Would require proxying reg: templates through an API to write to DB, plus API method to get counts on site

Basic .NET app running on Azure App Service + Azure Redis Cache = ~AU$45/mth - though we could start with free tier App Service + CosmosDB serverless = <$1/mth

Basic MVP done on feature/api branch:

• proxy requests for template through to GitHub, with caching
• update count in DB for current date
• route to get stats for template: total, previous week as array with date + count
