Summary

report manifest presence and validity to the dashboard
replace the missing-manifest dead end with setup guidance and a copyable init command
disable New run until the repository is configured
add regression coverage for the missing-manifest state

Tests

focused Go regression test passed
node --check internal/web/assets/app.js passed
full web package tests were not runnable in the sandbox because loopback listeners are restricted
