Add Motivation plugin

Adds the Motivation plugin.

Features:

• Shows a motivational message about your lowest non-99 skill on login
• Sidebar panel displaying all non-99 skills sorted by level
• Progress bars and percentage to level 99
• World rank display from hiscores
• Custom quotes support via config
• Option to show messages as overhead text
