fix: address main CI failures

Summary

This PR fixes the current main CI failures after dependency updates. It updates the ANSI overlay helpers to satisfy newer rslint rules without changing runtime parsing, keeps the codePointAt fallback compatible with TypeScript declaration generation, and starts Chrome with --ignore-certificate-errors so Puppeteer self-signed HTTPS tests do not fail with ERR_CERT_VERIFIER_CHANGED.
