Summary
Root cause
The branch loader always requested the latest 30 open or closed pull requests by page. GitHub search results can mix states and contain older pull requests, so those responses did not include the rendered PR numbers. The navigation poll then repeatedly re-added and cleared branch skeletons, causing the visible flicker.
