Policy Group e2e & additional resource and policy tests

• Adds some e2e tests around creating policy group and adding an assignment
  • There is a test for removing assignment but one of the steps is not behaving the way I expect it to and I don't want to waste more time on it. There is a TODO in that step definition. The removal of the assignment shows correctly in the UI; the issue is when you get redirected back to the assignments page and the stubbing in Cypress is not behaving as expected.
• Adds some additional tests around resource evaluation history, changing resource version, policy assignments, policy version history
• Also made a couple of updates to some API endpoints that are paginated in Rode but not the UI. I'll make a note in some documentation around those specific calls so we don't forget
