Apply clue migrate for release 0.26.0: regenerate managed skills, pin the CI caller to 0.26.0, and seed missing milestone ids in the ledger. Moves the managed skills, the thin CI caller and the id ledger onto clue 0.26.0 via
clue migrate --apply. This is a simple-route change.Held back: MIG-001 would remove
reversal-costfrom 7 inferred docs (G-001, ARCH-002, C-005, CAP-004 README/criteria/design, CAP-006 design). Removing it records a human verification that hasn't happened yet, so those files stay as they are andclue validatestill reports them.clue validategoes from 17 to 11 issues.
