Fix Loop TUI and wiki state sync

Summary

• keep Loop Wiki run notes synchronized when verification/completion actions update run state
• remove stale run wiki cards when deleting runs while preserving attached supporting notes
• make the TUI dashboard command start/open the local dashboard and surface action outcomes
• render non-running log pages as static snapshots instead of live tails
• replace the demo's weak darkwear example with a product-quality loop example
