Adding support for bringing FreeSO weather into Simitone. Related to: riperiperi/Simitone#67
Currently it's a very simple, cosmetic only system. Can only be enabled via console commands, and has no impact on gameplay outside of aesthetics. But I'm currently adding this to my fork so I figured I'd share the love.
