The branch is not an implementation of issue #75. Issue #75 was already completed by PR #80 through the transaction.plan dry-run safety primitive and the explicit package-owned apply boundary.

The branch's sole commit, 7e73dd6 (Upgrade UV dependencies and reduce AW payload), is also superseded. The same change was replayed onto master as 19c0ae8, and current master already contains the adoption receipt and reduced managed payload. Because this branch remains based on the old pre-change history, GitHub presents a 66-file, 4,722-deletion diff and reports it as non-mergeable even though the intended workspace cleanup is already present upstream.

There is therefore no remaining change to rebase or merge from this branch. Close #82 as superseded and delete codex/issue-75-transaction-safety. If a genuine delta is later identified between 7e73dd6 and current master, reconstruct only that delta from a fresh master branch under a correctly scoped name and PR.
