A CLAUDE.md so the conventions of this repository are stated in the repository instead of leaking in from global tooling.

Commits and PR titles use Conventional Commits. The PR title is the part that matters: PRs are squash-merged, so the title becomes the commit on main — that is what history shows and what changelog tooling (git-cliff, release-please, or GitHub's grouping) can rely on if we ever adopt it. The [TYPE] bracket convention that earlier commits carried came from a team-specific toolchain and is explicitly called out as not applicable here.

Also records the verification commands (phpunit, phpstan with the no-ignores rule, cs-fixer, rector, mkdocs strict) and the code conventions that were previously only enforced by review — including the rule from #28's discussion that a behaviour-changing PR updates the CHANGELOG's Unreleased section in the same PR, which is what keeps a curated changelog from going stale.
