Granted, this would have no effect unless the language is registered via another extension's contributes.xmlLanguageParticipants.
With that in mind, allowing users to do so without writing a new extension could be pretty handy. Perhaps an array of language IDs?

    Fixed with eclipse-lemminx/lemminx#1877 but only for xml.format.* settings.

    If you need more settings (ex: completion etc) please create a new issue
