Summary

The 1-block fee quote searches a 0.1 sat/vB ladder, but admit flow was stored in wide buckets (1–2, 2–5, …). With an underfull pool the search could only land on a bucket floor, so a 1.5 sat/vB inflow quoted 1.0 and a 4.9 sat/vB inflow quoted 2.0.

Flow buckets now use that same ladder through 10 sat/vB, then 20, 50, and 100 sat/vB, plus an open top. The inclusion search reads one suffix sum of those buckets instead of rescanning them per candidate.

Test

point_mass_quotes_its_own_tenth puts an overflowing inflow at 1.5 and at 4.9 sat/vB and requires the quote to be that step, not the old coarse floor.

Admit-rate buckets through 10 sat/vB now match the quote ladder, so a
1.5 sat/vB inflow no longer prices as 1.0 and a 4.9 sat/vB inflow no
longer prices as 2.0. The inclusion search reads one suffix sum of
those buckets.
